[SOLVED] Ctrl+Shift Key response

I make a certain hotkey using ctrl+shift, however it activates ONLY while holding shift and then pressing ctrl.

1) Can it be activated by pressing simultaneously
2) Can it be activated by holding Ctrl and then pressing shift


I'm using linux mint 16 if that matters

That is ODD... You may run into a conflict using CTRL+SHIFT as some applications have shortcuts like CTRL+SHIFT+A for example. Maybe you should consider using a different key combo like CTRL+~. Get creative! Try different combinations which will not be in conflict with other apps.
